I was thinking too by limiting the pre record to 3 seconds, it would mean less RAM is needed by the system which could keep the camera cost down. I’m kinda iffy about weather sealing, as like you said, would increase costs. Third party systems can just make a waterproof cage for it if you really wanted to go that route.
